These are emails between me and various people at the California Board for Professional Engineers about the question of whether reports prepared by civil engineers for special assessment districts in compliance with Proposition 218 constitute the practice of engineering or not. I think they do. They have a longstanding policy that says that they do not. You can see an example of this policy in action in this response to a complaint about such a report. The discussion seemed reasonable until, after a month of not hearing from them, I asked again, and the executive director responded with a weirdly unprofessional suggestion that I file a complaint rather than asking them to change the policy even though the policy explicitly says that they won't consider such complaints. Also, the whole conversation started with a request for records under the California Public Records Act. The person who responded told me that they would have to charge me $10,000 to search for records and then they wouldn't give them to me anyway. This is all typical but illegal.
